Jay Davison

Jay Davison, AIA, President, has over 25 years of experience in a broad variety of positions in the design and construction industry, both private and public sector. A licensed architect and general building contractor, Jay has overseen the planning and management of numerous capital outlay programs for school districts throughout California over the past 11 years. His expertise includes strategic planning, cash flow analysis, state agency interaction, and program & project budget control systems.

Wallace Browe Wallace Browe, Vice President, has over 20 years of design and construction experience, including eleven years managing school projects of all types and sizes, from a new $40 million high school to a 72-campus modernization program for a single client. Wallace has significant technical expertise in the "nuts and bolts" of construction delivery systems.

Mark Rosson

Mark Rosson, Vice President of Business Development, has managed new construction and renovation programs for 19 years. He has been involved with public school projects exclusively since 1992. Mark's expertise includes site evaluation and selection, design phase management, cost modeling, and development of project control processes.

Mike Wassermann

Mike Wassermann, AIA, CSI, Principal, has led planning and design projects for K-12, community college, and university clients throughout Northern California for 18 years. Mike's expertise lies in standard specifications, design and planning standards, and overseeing the work of design professionals.

Al Frangione Al Frangione, Principal, has over 20 years of experience in the construction industry including the construction of public school projects representing both the contractor and the owner. Al's expertise is in technology and project control systems as well as technical aspects of construction. He is currently director of the technology and low-voltage group within CPM.
Francine Morgan-Voyce Francine Morgan-Voyce, Principal, has spent most of her 20 year career in fiscal management and accounting. She handles CPM's in-house financial accounting as well as human resource issues.
Michael Welty

Michael Welty, CPA, Chief Financial Officer, manages cash flow, internal budgeting and reporting, and relationships with bankers, creditors, and vendors. Additionally, he oversees quality control of CPM's fiscal consulting work with its clients. Michael is a certified public accountant and has more than 17 years of experience in finance and accounting.

Renee Anderson

Renee Anderson, Assistant Program Manager, has experience in budget control systems and OPSC project closeout as well as prevailing wage law requirements and annual reporting.

Jessica Brown Jessica Brown, Program Coordinator, has over 6 years in office administration / coordination with emphasis in construction. Her primary responsibilities include assisting project managers and overall coordination of projects.
Holly Buckland Holly Buckland, Backup Receptionist, has over 5 years of customer service experience. She assists in managing the phones and receptionist responsibilities, as well as providing clerical support for all CPM employees.
Windy Buller

Windy Buller, Assistant Program Manager, has more than seven years experience in project administration/coordination. Her areas of expertise include updating front end specifications for various modernization/new construction projects, verifying scope on architectural drawings and overall project coordination with district staff, architects and various consultants.

Kelvin Carter

Kelvin Carter, RCDD, Technology Manager, has more than eight years of experience in telecommunications with an emphasis in low voltage networking and project management. His areas of expertise include planning and supervising the installation of cabling for telephone lines, fiber optics, cable TV, wireless, and conduit/pathway systems. Additionally, Kelvin is a BICSI Registered Communications Distribution Designer.

Paul Chambers

Paul Chambers, Program Manager, has a Bachelor of Arts degree in Architecture from U.C. Berkeley with a Minor in Planning. His areas of expertise include construction document preparation and coordination for K-12 and healthcare projects. Paul also has extensive experience in ADA field surveys.

Stephanie Coleman Stephanie Coleman, Assistant Budget Analyst, has 3 years experience in the accounting field. Her areas of expertise are in billing, ageing, data entry, and reconciliation in a high volume accounting department.
Virna Cothrin Virna Cothrin, Budget & Accounting Manager, has over 10 years experience with a variety of accounting functions, such as payroll, accounts payable, asset management, and budget analysis. Prior to joining CPM, Virna gained project and facilities management skills through her positions as the Real Estate Lease and Asset Manager dealing with corporate offices and as a Project Manager with a homebuilder.
Tim Doane

Tim Doane, Budget & Accounting Manager, has more than 20 years of experience in a variety of areas, including finance, accounting, information technology, real estate, and project management. His areas of expertise include computerized accounting systems, software integration, network administration, job cost accounting, cash flow projections, budget analysis and internal controls.

Heather Dutton

Heather Dutton, CSI, CDT, Assistant Program Manager, has a Bachelor of Science Degree in Business Administration & Finance. Her expertise is in verifying scope and constructability of school modernizations; updating and review of contract documents and exhibits in Project Manuals; project coordination with district staff, architects and CPM staff. Heather Dutton is a Construction Document Technologist demonstrating a knowledge of CSI recommended procedures for project manual organization.

Michael Flores

Michael Flores, Program Manager, has over 13 years of construction experience in public schools and the telecommunications industry both domestically and internationally. His expertise is in modular schools construction, having been involved in all aspects of the construction process from manufacturing to managing on-site completion.

Marie Fujii Marie Fujii, Director of Human Resources, has over 10 years of experience in human resources working in health care and educational consulting practices. Marie is a member of the Sacramento Area Human Resources Association, Society of Human Resources Management and the Sacramento Employers Advisory Council.
Lynn Halfhide Lynn Halfhide, Assistant Program Manager/Business Development Manager, has over 10 years of experience in construction management and general contracting for education facilities. She spent the first 15 years of her career as a high school teacher. Her area of expertise includes business development and overall project coordination with district staff, architects and various consultants. She is a member of the Coalition for Adequate School Housing, where she currently serves on the Board of Directors and is a co-chair for Annual Conference Planning Committee. She is also a member of the Community College Facility Coalition.

Brian Hill

Brian Hill, Assistant Program Manager, has seven years of experience in management of computer network support services. His expertise includes management of engineers and technicians in the computer services area as well as organization and tracking of consulting services personel.

Kasey Humackich Kasey Humackich, Budget Analyst, has a Bachelor of Science in Business Administration, with a concentration in Accountancy. Kasey brings over 8 years of accounting experience within a variety of industries, including the construction and mortgage industries.

Valerie Jenkins Valerie Jenkins, Assistant Program Manager, has a Project Management certificate from California State University, Sacramento’s College of Continuing Education and experience with low voltage systems in both the public and private sector. Previously, Valerie held positions at both the district and site level at K-12 school districts.
Terra Johnson

Terra Johnson, Program Coordinator, has over 5 years of experience with CPM and has been providing administrative support and overall coordination with district staff, architects and the project team as well as assisting with the development of district standards and master specifications.

Sharon Keener Sharon Keener, Budget Analyst, has worked in the Finance and Accounting field for over 30 years and has served as a corporate officer and senior staff manager in both a building construction corporation and an agricultural marketing cooperative. Her areas of expertise include comprehensive knowledge of computer systems, business structures and accounting principles.

Heather Killion

Heather Killion, Receptionist, has 10 years of customer service experience. She not only manages our switchboard and greets our clients and guests; she also provides clerical support to all of our employees.
Susan Locking ton Susan Lockington, Executive Administrative Assistant, has over 25 years of experience in administrative positions including executive support, human resources, facilities and IT administration. In addition, Sue spent 4 years teaching technology driven curriculum to K-6 students. Sue is responsible for supporting the technology and low voltage team.
Catherine McBride-Stern Catherine McBride-Stern, Budget Analyst, has worked in the Finance and Accounting field for over 25 years and has served as a member of executive and strategic planning teams in publicly held, privately owned and non-profit associations. Prior to joining the Capital Program Management team, Catherine was the Corporate Controller for a publicly held company in the healthcare industry.
Steven McGuckin Steven McGuckin, AIA, Senior Program Manager, has provided public and private sector clients with comprehensive professional architectural services for over 23 years. Steven’s diverse project background and experience in both new construction and renovation of educational, municipal, transportation and commercial project types provides expertise in working with owners and user groups from the initial planning phase, budget development, delivery, move-in, training, and close-out phases in an efficient and complimentary manner.

Priscilla Meckley Priscilla Meckley, Senior Program Manager, has provided project delivery services for 24 years. The last 13 years, she has directed educational capital programs and project delivery staff in the public sector. Priscilla’s experience has afforded her the opportunity to work as a member of the owner’s staff, in a specialty construction company, for a small architectural firm and as a consultant allowing her to manage and facilitate highly integrated teams. She is accomplished in the areas of strategic master and program planning, program development and management, and project delivery from project inception through occupancy and post-occupancy evaluation leading to award-winning projects meeting the needs of all constituents. Her background also includes expertise in zoos, aquariums, museums, and non-secular facilities.

Olesya Melnichuk Olesya Melnichuk, Human Resources Assistant, has a Bachelor of Science degree in Business Administration with emphasis in Human Resources and General Management from Sacramento State. Olesya has over 4 years of human resources experience working in a manufacturing industry. Her areas of expertise include payroll, recruiting, compensation and benefits administration.

Spencer Mendez

Spencer Mendez, Information Technologist, is working toward a degree in Management Information Systems and has spent the past five years working in the field of information technology. His areas of expertise include hardware and software technical support, backup system administration, developing and maintaining web pages for CPM and its clients.

Cecile Nunley

Cecile Nunley, CPA, Director of Budget and Accounting, has more than eleven years experience in accounting/budget management including three years as controller of California's fifth largest public school district. Her areas of expertise include budget development, auditing, preparing budget control guidelines, budget reporting for public agencies and overall budget management.

Erin Paul

Erin Paul, Program Coordinator, has spent the past seven years working in construction/program management. Her areas of expertise include specification development and low voltage team coordination with district staff, architects and various consultants. Additionally, Erin oversees all in-house art and graphics as well as website design and development.

Sabrina Ruiz Sabrina Ruiz, Assistant Budget Analyst, has 6 years of administrative support experience including entry of financial data and preparation of bank deposits. She is responsible for data entry of several clients, monitoring invoice logs and entry of information into the firm database for tracking and recording of expenditures.
Kim Soto Kim Soto, Assistant Program Manager, has dedicated the past 9 years working in all facets of construction with a strong emphasis in construction administration, budget administration and business operations. She currently supports a team with overall coordination and implementation of a program planning process.
Michael Vonasek Michael Vonasek, RCDD, Program Manager, Michael Vonasek has spent the last 11 years managing electronics manufacturing / repair facilities, new construction and renovation work on multiple projects in the high tech and education fields. His areas of expertise include low voltage systems, specification and design phase management, development and implementation of client-specific project management systems and, with strong trade proficiency, the proven ability to monitor and regulate the progress of each project. Additionally, Michael is a BICSI Registered Communications Distribution Designer.

Jennifer Walsh, Assistant Program Manager, assists project managers with overall coordination with district staff, architects and project team.

Sandra Yount

Sandra Yount, Senior Budget Analyst, has over 30 years of experience in accounting and auditing. She brings a wide variety of private sector experience to her work in forensic accounting and reconstruction of project costs. Her expertise includes OPSC project closeout as well as budget and financial control systems.
