CPM was engaged with the California State Lottery to provide project management services in support of the development and construction of its new headquarters facility. Located north of downtown Sacramento and adjacent to the confluence of the American and Sacramento Rivers, the California State Lottery Headquarters serves more than 400 employees. The six-story building contains 157,000 square feet and features street level retail spaces, public plazas, water features, and a 400-seat pavilion that can be used by the public for community events. The open public lobby is designed as a gallery to display diverse student art, reaffirming the lottery's primary mission of supporting public schools.
Budgeted at $63 million, the project’s IPD delivery reduced the final building cost to $58 million and obtained LEED Gold Certification. CPM directly assist the Lottery’s in-house Contract Manager in the capacity of Owner’s Representative. Included in our scope of services are scheduling and budget components, services for procurement, including development of requests for qualifications or proposals, selection process, and final evaluation. Further, CPM assisted the Lottery with the facilitation and oversight of the Integrated Project Delivery (IPD) process, working with the Lottery’s legal department in the development of design and construction contracts, establishing QA/QC objectives for construction phase oversight, and services related to building occupancy and operation. Completed in 2011, the Headquarters facility building proved to be a successful project that was completed on time, and on budget.
In 2014, CPM was once again chosen by the California State Lottery to provide program management services and assist the Lottery in replacing it’s eight leased district offices and distribution center with owned facilities.
