Principals of CPM
Mark Rosson was promoted to CPM’s President of Operations in 2019. He performs this role in conjunction with principal-in-charge responsibilities for a number of school districts’ capital outlay programs at any given time. Mark has managed new construction and renovation programs for 35+ years in the private and public sectors, with 25+ years exclusively dedicated to the K-12 market. His management expertise includes design phase and construction phase project management, out to bid and award phase strategies, professional consultant selection, facility condition assessments, constructability reviews, project budget development, estimating, and implementation of project control processes.
Mike's expertise lies in program management including: master planning, condition assessments, implementation plans, facility design standards, educational specifications, State funding, California Depart of Education (CDE), Office of Public School Construction (OPSC), Division of the State Architect (DSA), California Environmental Quality Acts (CEQA), Department of Toxic Substance Control (DTSC), California Energy Commission (CEC), California Geological Survey (CGS), consultant selection, contract negotiations, overseeing the work of design professionals, contractors, and a wide variety of consultants.
Steven McGuckin, AIA has provided public and private sector clients with comprehensive program management and professional architectural services for over 35 years. His expertise lies in the development of implementation strategies, master planning, budget development, cash flow analysis, design phase program management, project delivery, procurement, and negotiations for capital outlay programs, in an efficient and complementary manner.
Tim Doane has over 39 years experience in the accounting, technology and management fields. In the budget and accounting arena, his areas of expertise include job cost accounting, cash flow projections, budget analysis and internal controls. Tim’s technology experience includes implementation of computerized accounting systems, software integration, network design, conversion and administration.
Associate Partners of CPM
Tracy Duenas-Nishihira - AIA, LEED AP BD+C, CASp - Associate Partner / Senior Program Manager
Tracy Nishihira has over 16 years of architectural and construction oversight experience in the K-12 public school sector. In 2016, Tracy was promoted to Associate Partner at CPM and specializes in the management of education projects as an architect and project manager. Experience includes the roles of project coordinator, project manager, Owner’s representative, and construction administrator for various school districts throughout Southern California. She has extensive knowledge and experience with the Office of Public School Construction and Division of the State approval processes throughout design and construction.
Susan Lockington - PHR-CA, SHRM-CP - Associate Partner / Director Human Resources & Admin Services
Sue Lockington has over 35 years of experience in human resource and office management for small to mid-sized corporations, including nearly 14 years with CPM. In 2016, Sue was promoted to Associate Partner at CPM. As Director, Sue oversees CPM’s internal administrative operations in the areas of human resource management, facility and office management, payroll and accounts payable, and quality control for CPM’s contracts and client agreements.
Windy Buller has spent the past 23 years working in construction/program management in the private and public sectors. In 2019, Windy was promoted to Associate Partner at CPM. She works with School District staff, architects, contractors, construction managers, and various consultants. Windy has experience in Lease-Leaseback delivery and Lean Construction Management.
Sharon Thomas has over 25 years’ experience as a licensed architect and has spent her career on projects in a variety of industries including California K-12 school districts, healthcare, and commercial tenant improvements. Her strengths are with methodical project coordination, keeping projects in scope, on schedule, and in budget. Sharon is talented in balancing innovative design with the realities of code compliance, environmental conditions, and construction methods and materials. Sharon currently leads the CPM team of internal staff and consultants in planning and implementation assistance for several school district clients.
